Both cities stay genuinely walkable in winter
Unlike the deep-winter cities in our Christmas-market roundup, Barcelona and Lisbon both sit mild enough in December and January (typically low-to-mid teens °C by day) that a full walking itinerary is realistic without heavy winter gear — this is really a comparison of two good winter options, not a "which one survives winter" question.
Barcelona: flat grid, architecture-forward walking
Central Barcelona's Eixample grid is flat and easy underfoot, which makes a full day of architecture-focused walking (Gaudí's landmarks, the Gothic Quarter) genuinely comfortable even in cooler weather — you're not fighting elevation, just distance. The trade-off named in our winter roundup still applies: the beach and rooftop-terrace side of the city is a summer strength, not a winter one.

Lisbon: hills, viewpoints, and better winter light
Lisbon's hills are more physically demanding than Barcelona's flat grid, but winter actually helps here — the steep climbs to Alfama and the miradouros are far more comfortable at 14°C than at summer's 30°C+. Lisbon also holds onto more daylight hours in winter than cities further north, which matters directly for how much of a walking itinerary actually fits into a short winter day. Rain is the real winter downside for both, not the cold
Neither city's winter weakness is temperature — it's rain frequency, which picks up in both from November through February. Lisbon's hills make a rainy day meaningfully worse than Barcelona's flat grid does, since wet cobblestones on a steep climb are a real hazard in a way a wet flat street isn't. If the forecast looks unsettled, that tips the practical case slightly toward Barcelona for that specific day.
